How to Guide: Navigating DSS

What to do:
Monday – Friday 8:00AM – 4:00 PM
DSS is the only option at these times.
Go to DSS at:
36-42 Main St.
Binghamton, NY
Go to window 3 and request emergency assistance
Fill out an application.
No documentation is required, but DSS will ask for identifying information and income information.
DSS will issue available shelter spots first before offering available hotel beds.
If there are no shelter beds, there are no immediate alternatives.
DSS expectations for those living in emergency shelter include that residents regularly contact landlords to obtain housing and log these attempts.
DSS only “guarantees” housing for a limited amount of time. The morning this guarantee ends, recipients must present at DSS in person with their landlord logs before their hotel checkout time to request an extension.
NOTE: If you have been sanctioned by DSS or are otherwise ineligible for emergency assistance, you may only receive assistance if it is Code Blue (below 32°F)
NOTE: A letter from a healthcare provider indicating medical need for a hotel bed may afford an applicant a hotel bed if one is available.

Monday - Friday: After 4:00 PM & Weekends
The UpComfort Warming Center at 42 Chenango St. is open for walk-ins from 6:30 PM to 9:00 PM. If it is 9:00 PM, contact DSS After Hours (see #3)
UpComfort does not take individuals with sex offense or arson convictions. A police clearance is required; an ID will be needed unless one is already in BPD’s system.
If UpComfort is full or not an option during Code Blue, you may walk-in at any of the following shelters:
- YMCA for single women: 80 Hawley St. & 76 Conklin St. Binghamton
- YMCA for single men: 61 Susquehanna St. Binghamton
- VOA for single men: 320 Chenango St. Binghamton
All shelters other than the YWCA require police clearance
If 1 & 2 have been attempted or are otherwise not an option, call DSS After Hours (607-788-3885; choose Option 1)
- ID is required for most hotels; some hotels will not take a Sheriff’s ID. DSS will discuss these details with you before placement.
- Hillside, Motel 6, and Knights Inn will take pets, but only on a limited basis or with deposit.
